Yes there is one new EC launch upcoming at Sumang / Punggol area. As long as the 5 year MOP is met, EC eligibility conditions are met, and the finances are comfortable, yes definitely can purchase. I have worked on similar cases and will be happy to share more.

Yes, you can hold on to your current HDB until you collect keys for the new EC. However, EC's eligibility applies. If you had served your 5-year MOP to your HDB flat, and that you had not taken twice subsidized housing, you will be eligible to apply for a brand new EC as a second timer.

Do take note that you will be liable to pay a resale levy after the sale of your current HDB flat.

Dear Sir/Mdm,

You will be eligible to buy a new EC as a 2nd timer but you will be subjected to a resale levy of between $30,000 to $45,000 depending on the type of your current flat.

In my opinion, EC may not be the best option as govt has limited the release of land for EC and therefore land prices have been inflated. Some of the recent EC are selling at almost similar psf prices as private condos within the same vicinity. EC has lost its shine and you may not be able to make a significant profit when you sell subsequently.

You can instead consider some very well priced projects which may be slightly higher priced as compared to ECs but are in better location, better upside potential and less restrictions ie. you may sell upon TOP to lock the profit and not need to pay stamp duty.
