$380K for a 4 room flat at Bishan is not possible. However, you can find a few units in the East around your budget.

How close to the MRT do you need the unit to be? I have a few units that are within 4-8 mins walk to the MRT in the East vicinity such as Tampines, New Upper Changi Road, Bedok South.
