Lets say I'm single above age 35 and wanted to buy bto together with my parents under the new fcs scheme. Am I considered first timer or second timer if my parents already bought bto before. I will be the core owner for the new btoand my parents will be list under essential. occupier.

You are likely considered as 2nd timer in this case as this scheme also considers the ownership history of the immediate family members from my understanding. Why not check with HDB directly since they are administering these policies?

This should be considered under Public Scheme, but as your parents are 2nd timers but only essential occupiers, it could still be categorized as 2nd timer. You will only know after you apply the HFE letter and have a HFE reference letter to ask the officer to look into your case. You may also want to clarify if a resale levy applies.
