Is there any difference between the second purchase from HDB and buying from the resale market. I understand that i have to pay back by 30K grant of my first purchase to the HDB to buy again from hdb.

Ideally I want to upgrade to a value for money 4bed apartment with good primary and secondary schools near by. Any suggestion on location?
