Good afternoon Sir/ Mdm,

If COV is payable, it has to be in form of cashier order and payable before the completion. The cashier order will be addressed to HDB instead of sellers.

COV is being paid to HDB first, and then HDB will issue cashier order to the seller.

Hi,

1) Apart from the deposit (option + exercise fees; max $5k) that is supposed to pay to the seller. Any other payment will not pay to the seller directly. Do not hand out any cash to the seller anymore other than the exercise fee.
2) If you are engaging a private lawyer, the lawyer will advise you on the payment mode and payment timeline.
3) All cash that needs to be paid shall be in the mode of cashier order addressing to different parties; such as the seller, CPF board, HDB, or bank.
4) The reason is although there is a COV in the purchase. The seller might still have an existing loan with the bank or the HDB.
5) The purchase price could not cover the CPF + accrued interest utilized. Therefore the seller might not be entitled to this extra cash but to go back to their CPF account.
6) If you are engaging an HDB lawyer, the HDB will give you specific instructions on the mode of payment and timeline.
7) In general, any cash payment will materialize near the completion date. It can be one day to 3 weeks before.
