1) This is a stereotype perception that been spreading around.
2) According to science, this is definitely true that the top floor will enjoy more sunlight and heat as well.
3) Due to advancements in technology, this has been minimized or even remove entirely by the roof sun-proofing method that had been implemented at least more than 20 years ago by HDB.
4) Every 7~10 years, HDB will do periodic maintenance on all HDB roofs. Re-apply waterproofing and replace all sunblocks.
5) During this periodic maintenance, you will notice that the top floor units are really stuffy and hot. But this discomfort will be gone upon completion of the maintenance.
6) This type of technology also commonly used by all the landed property. The effectiveness shall dependent on the materials and how regular they do their maintenance.
7) One of the advantages of staying on the top floor is if there is any leakage observed on your roof, HDB will absorb all costs to get it repair.

    Hi, how do we know whether a flat has Sun proofing? I was looking at a Blk 80 lor 4 Toa Payoh flat on top floor. Interested to buy but afraid that it will be very hot. And when I view the flat, I don’t feel that the ceiling is higher than other flats. Also, the flat tenants all cover their windows, and it makes me wonder whether the rooms are very bright and hot hence they need to cover

This is an old perception from people of the older generation, and it is not entirely true. It depends on the age of the HDB blocks, and the design of the roof for the block.

For the newer HDB flats, heat will not be an issue as the architecture of the new buildings will negate this problem where older HDB flats may have.

In fact, top floor units is more "cooling" as they have higher ceilings as compared to flats on other floors. When the volume of air in the house is more, heat gain will be less, and any heat will also be more easily dispersed, hence making it naturally more cooling. This is science.

Staying in a top floor unit means you can have downlights and false ceilings without having claustrophobic feel in your flat. You can also install ceiling fans without the fear of tall people walking and jumping around in the house. The general aesthetic feel is also better. You also do not hear water pipes running down from your neighbour's house above when they uses water.
