You have to include your brother's name inside the flat. Just you and your sister-in-law it is not a valid nucleus to qualify for any hdb eligibility scheme to buy. If you are single singaporean citizen 35 years and above, you can purchase on your sole name as well a resale HDB 4-room. Her name is not required to be added.

1) The info provided is too vague to understand your situation.
2) By right, if your sister-in-law still married. Your brother name must be in the application.
3) They may have you add in as an owner to assist in the payment.
4) If you are buying with her under joint-single scheme, and she is divorced/widowed, you must have reached 35 years old before eligible to buy.
5) You will be eligible for single grant if this is your 1st purchase and reached 35 years old. The same is applicable to your sister-in-law.
6) Finally, you must have sufficient budget to buy. This means your OA + cash + loan must be equal or more than the purchase price.
