Intend to buy a resale condo but there is tenant there( tenancy till 2024 or 2025).

Would like to get the new place to stay.

If I am a serious buyer, can the seller ask the tenant to move out by completion? How can I be assured that the unit will have vacant possession by completion?

You can negotiate for vacant possession.

Usually for such cases, the tenant will ask for compensation in order to move out earlier, thus you may need to pay a premium over the purchase in order to get the tenant to move out earlier. Even if you offer to compensate, if the tenancy agreement does not have a premature termination clause, the tenant need not accept the compensation, especially if their existing rental is below market rate.

Once the owner agrees to sell to you with vacant possession, it is then up to the seller to ensure that tenant move out by completion and not you, otherwise you can take legal actions against the seller.
