I'm staying in a 4 room HDB flat. I would wish to sell it and use the cash to pay for a condo that cost about- 700-850k(3rms) . Can I sell my HDB and move in to the condo after hand over?

Hi Joe,
To sell your existing HDB, you'll need to satisfy the MOP.
As for purchasing a condo within your budget, have you done your basic research if such a price is achievable around the location you are looking for?
