If I'm particularly fond of getting an unit in a specific HDB flat that's rarely available on the resale market, with maybe only one unit coming up for sale once a year or even less frequently, and I have a time constraint due to having hand over my current flat to a buyer, can I post notices at the lift landing areas of that specific flat or distribute leaflets to the units of that specific flat to express my interest in purchasing a unit and potentially encourage residents to consider selling?

Some have given it a try but there are some owners who can become upset with such flyers and may sometimes escalate to the authorities. Technically the town council also has guidelines not to paste advertising material on the common walls. If you are persistent you can also knock on the doors of units to try directly and ask, it is the fastest way to find out. What I have shared are experiences some agents have gone through.
