If you are below 55 years old, yes you need to wait out 15 months after the transfer of overseas property.

1) Since the cooling measure was announced on 30th Sep 2022, all private property owners who disposed of their private residential property locally and overseas have to wait for 15 months before can buy a non-subsidized HDB resale flat.
2) If you are buying with a Singapore Citizen, you will not be eligible for any grants and HDB loan as well.
3) You will have to observe a wait-out period of 30 months before eligible for grants and HDB loans when buying a resale HDB flat.
