HDB will require you to utilised your cash proceeds from your sale for your next purchase if you are intending to use HDB loan for the purchase (should you be eligible). If you are using bank loan for your next purchase, then there is no requirement to set aside the amount from cash proceeds to finance the purchase. You will be eligible for loan up to 75% for your purchase, where minimum 5% should be in ready cash and balance 20% making up from CPF and/or cash combined.
Work out your loan eligibility as well as existing ready funds perhaps to determine the feasibility of your purchasing plans would help eliminate any unnecessary inconveniences during the purchasing process.
