If assumed that your HDB has MOP, you are absolutely eligible to purchase a resale EC but not resale HDB as a second property.
Assuming that you are not a PR buying a second property, you wont be subject to additional buyer's stamp duty too.
As for your loan wise, you are eligible to loan up to 80% of the purchase/ valuation of second property but if you want to have a better idea, I can arrange some bankers to advise you on that.
