Yes you can purchase another resale executive condo but you cannot purchase another resale HDB. We are only allowed to own one HDB at any time.

If assumed that your HDB has MOP, you are absolutely eligible to purchase a resale EC but not resale HDB as a second property.
Assuming that you are not a PR buying a second property, you wont be subject to additional buyer's stamp duty too.
As for your loan wise, you are eligible to loan up to 80% of the purchase/ valuation of second property but if you want to have a better idea, I can arrange some bankers to advise you on that.
