Hi,
If you are referring to 2-room HDB flat, then there is only one bedroom in the flat.
You are not allowed to rent out any room in a 2-room HDB flat. The smallest flat type that can rent out room is 3-room flat.
If you are referring to 3-room flat, flat with 2 bedrooms, then yes, you may rent out one of the room upon key collection. And you must stay in the flat during MOP (5 yrs).
