1) If your brother reached 35 yrs old, he will be eligible to purchase under the Single Citizen Scheme.
2) Under the Joint application it requires 2x SC Single and above 35 yrs old, or above 21 if widowed or an orphan. The minimum requirement is both must be SC.
3) Thus under your situation, there are no schemes available at the moment to allow you to join name to purchase an HDB flat.
