Afternoon Yanah,

if you are referring to resale HDB flat, seller's agent will be paid by their seller provided seller engaged them for their property sale.

If seller is not paying commission, agents that you call inform you about it and ask whether will you be keen to engage their services then commission will be paid by you.

Its definitely be good to engage a professional to handle your purchase if you are not familiar with the procedures.

As long as you have not utilised the services of any salesperson, you need not pay any form of commission, and as what my colleague YT has mentioned, it will be good if you can ask the salesperson you call if he/she will be collecting any form of commission from your end to ensure your interest is well understood.
