Why would you want to do that? In such a case, you should approach HDB branch office to do the addition of name.

Hi Mr. Wang,

1) Adding a name to the property ownership is more than an administrative process.
2) This can be done via 2 modes:
(a) Part-sale of share in the property
(b) Give the share in terms of a gift.
3) Both modes involved payment of buyer stamp duty to IRAS.
4) If it is via 2(a), your wife must have the financial capacity to buy over the share/
5) You will need a conveyance lawyer to get the conveyance document done and get approval from various authorities before this can be done legally.
6) Since this is an HDB flat, the first thing you need to do is to get approval from the HDB.
7) You may approach your HDB branch office to get further advice on the process and see how much they could assist.
8) Alternatively you may approach the HDB resale department for assistance directly.

10) It will take at least 3 months to complete if everything went smoothly.
