I wanted to buy a 3 room flat in Bedok and saw few units around. But most of the blocks were lift-upgraded recently and the owner didn't pay the upgraded fee yet. As I am a singapore permanent resident, Is it advisable to go for such unit and I would like to know how much a singapore permanent resident would have to pay for the lift-upgrading.
