The commission is payable if you engage an agent to sell your HDB flat. However, if you are buying a condo, you may not need to pay the commission but you can tap the experience of the agent.

Hi,

It seems like you are mainly concern over service charges by an expert.

In fact, if you had engaged a right expert, you will realize it is most worthy to engage one so as not to make mistake in a few hundred thousand or even a million dollars purchase. This person able to explain the trend and current situation better to give you an option to decide what to do.

1) Upgrade from HDB to Condo:
a) Selling of HDB needs to know not just understand HDB market in order to price it right, know the timeline, and process.
b) Plan your timeline carefully so that you are able to shift from one property to another without hazzle, unless you already plan to pay for at least a 6 mths rental for HDB or a 3 mths rental for a private.
c) Know the process so that you don't miss any critical time to do process required by the authority.
d) Purchase a new accommodation, is it just plainly to choose somewhere you like or at the same time also whether there is value when you want to sell?

2) Sell of Condo:
a) Same process again as to sell HDB except this round you have less hazzale to deal with your lawyer and bank only.

Why most if not all seller engage an agent, the main reason was agent able to assist to filter out buyer who are not ready, and able to follow up on the right buyer.
Lots of seller didn't realize that agent actually follow up with buyers behind the scene to push for the sale. Seller only sees the cheque on the table to decide whether to accept.

So to answer your queries direct, market pratices are as follow:
Sell of HDB: need to pay commission
Buy of HDB: need to pay commission
Sell of private: need to pay commission.
Buy of private: No paying of commission
