I do not quite comprehend what do you mean by asking for a timeline of 8 months from date of OTP, and also what are the concerns of current COVID 19 you have.

Sellers might ask for extended timeline either through late resale submission date or extension of stay. This is due to the circumatances of the seller themselves and the most common reason is sellers need time to find a suitable unit to purchase and prepare the unit for a smooth transition especially if they did not have any interim place of stay and did not wish to rent out a unit meanwhile. As for advise, it really depends on your judgement as a buyer. If you can get a similar unit within the vicinity with the same price and shorter waiting period, then of course is better for you to choose the alternative unit. Hi,

A typical HDB transaction takes minimum 3-3.5 months from the date of OTP to complete, depending on how fast the Buyer exercises and HDB gives approval.

A Seller may request and qualify for max up to 3 months extension of stay if they had committed to their next housing, a resale property with Buyer's agreement. That works out to about 6 months+.

8 months timeline would probably mean a delay in submission of about 1.5 months, which is not an unreasonable request.

My suggestion is that if you like the flat and is not in an urgent need for the flat, you could consider to go for it.
