1) According to my recent experiences in Yishun, I think it is very difficult to find a 4-rm flat with your budget.
2) It is becoming more and more difficult to find a flat without COV.
3) Sellers are being misled by the news published on national TV, and not willing to come back to the earth and look at the reasonable rate around them.
4) The HDB valuer is very conservative in their valuation properly due to pressure from the authority not to inflate the value.
5) Due to the above reasons, most of the agreed prices between sellers and buyers are experiencing COV.
6) Having said all the above, with patient and careful negotiation. It is still possible to find a flat without COV.
