I understand that purchasing a second private property will attract an additional buyer stamp duty of 10%. However if you sell the first property within 6 months of buying the second property, the additional buyer stamp duty will be waived. What is the definition of 6 months ? Is it defined as the completion of sales of the properties? If that is the true, then the buyer of the 2nd property will only have 3 months to sell the first property since a typical transaction takes about 3 months,

Hi,

For ABSD refund application with IRAS, it has to involve a joint purchase of 2nd residential property with at least 1 SC in the purchase. It will be within 6 months of OTP exercised date. It involves some planning and coordination right from the onset, and that's where an agent can value-add with the financial & timeline planning. Usually both sale & purchase are done concurrently in current subdued market sentiment.

Hi Sir/Mdm,

The Additional Buyer Stamp Duty for a 2nd property purchase is 7% and not 10%. Together with the slightly less than 3% basic stamp duty, the total stamp duty payable is about 10%.

To qualify for ABSD remission, the 2nd property must be purchased jointly with your spouse who is a Singaporean. The 6 months period starts from:

a. the date of purchase of the second property for completed property or

b. the issue date of the Temporary Occupation Permit (TOP) / Certificate of Statutory Compliance (CSC), whichever is earlier, if the property was uncompleted at the time of purchase

It a practice to sell your existing property in earlier date which the buyer exercise the purchase option. Then your lawyer will handle the remission of ABSD request on at later date of your next purchase property that exercise in later date.

As a whole, date sequence always selling property first with buyer exercise purchase option min. It always best to wait the transaction completed, the simple way.

I think you have some misconceptions on the procedures of sales and purchases of property.

Firstly, ABSD for 2nd property is 7% for Singaporean, 10% is for Singapore Permanent Resident. The standard BSD of 1% for first $180,000, 2% for next $180,000 and 3% for the remaining, is for all purchases, regardless of the property count.

Secondly, the ABSD is not to be waived. You still need to pay the ABSD upon purchasing your second property. It is only when you sold off your first property, that you can apply for a remission of the ABSD that you had paid. Take note that you still have to cater funds for ABSD should you proceed to buy a second property.

As for the timeline of your sale and purchase, it will be advisable for you to engage a professional estate agent to manage it for you.

Good afternoon buyer,

May I know what's your household composition? Both you and your spouse are Singaporean (SC) or SC and SPR?

If both of you are SC, the ABSD applicable is 7% but if it's SC & SPR, it will be 10%. This ABSD is on top of the buyer's stamp duty (estimated 3% of purchase price).

If you wish to do a joint purchase with your spouse before selling current unit, you will have to pay ABSD first. Thereafter you must dispose off your current unit within 6 months from these two situations in order to be eligible for ABSD remission:

1) TOP date of uncompleted property or
2) date of purchase of completed property (usually based on exercise date of OTP)

This is not a waiver but an exemption granted by IRAS for those married couple with at least one SC as they will treat it as your matrimonial home.

In addition, 6 months is usually considered as the duration you manage to secure a buyer and issue OTP.

As to your QUESTION about timeline/schedule 3 or 6 months for ABSD remission ? The answer is 6 months timeline . You may call IRAS for confirmation .

Please note other important considerations , ABSD remission is only for singaporean household , singles buying 2nd property not eligible for ABSD remission .

Another important consideration , have to upfront pay first the ABSD for 2nd property , and claim back later , it is not a waiver .

Also , do note the CPF minimum sum lock in $80 500 each of you and your spouse , for 2nd property .

Alternatively , you may sell your existing property before committing to your 2nd property with less constraints .
