There is no norm, but he is not wrong is looking to be paid if he is expected to be looking to the management of the rental over the 2 years period, while I do understand some agents may offer complimentary follow up services.
In fact for my rental transactions, I have been providing complimentary follow up services to my clients all these while, but for some clients, they have definitely under appreciated me for such services and expected that these are part and parcel of the services. Such after "sales" services are actually not free if you were to be renting your properties in other countries.
You may perhaps compare with flying to another country, where you have options to go for economy class, business class or even first class. All of these classes bring you to the destination you are looking to go, but at vastly different prices even if they are on the same aeroplane, with same departure and arrival time, but level of services are also vastly different.
If you feel that real estate services are the same for every agent, then you may opt to go for the cheapest option. The real premium service may only surface when things begin to happen during the tenancy. Would you have the time to manage the inconveniences or do you prefer the agent to take care of all the issues and you will only need to reimburse the agent costs on fixing up the issues at the end of the day?
As what my good friend Robbie has responded, there is no norm or standard commission practise in Singapore. You may negotiate for the deal or find alternative agents if you don't feel comfortable with the one you have spoken to. Hope you find your tenant soon!
