Not all HDB resale transactions involves COV, however, we do see reports of more resale transactions involving COV. It is important to do your due diligence of the recent transactions that are comparable to the unit your are looking for in order to decide if you should make an offer with respect to the seller's asking price.

Hi,

1) Data published from HDB; 2020 growth of 5%. 2021 Q1 growth of 2.1%.
2) It is obvious most sellers are looking to sell higher than market value; aka COV at the moment.
3) It is buyers that need to study the market carefully to know what is the reasonable price to offer than to pay what the seller is asking.
4) Suggest studying the past transactions in the area you're interested in, negotiate carefully with the seller to avoid COV.
5) Also suggest you apply for HLE or IPA before you start your home hunt. Because according to the rules and regulations implemented by HDB, you are not supposed to offer an OTP without any of these.

As of the current market, majority of the HDB transactions in neighbourhood areas involved COV. However with proper planning, strategy and abit of luck, it is still possible for you to secure a flat without COV. I have managed to secure units without COV for 2 of my buyers as recent as last month. I am well specialised in HDB transactions and market.
