Yes, Apartment is also considered as private property status same as condo.

The difference between condo and apartment classification is due to the land size, and not facilities.

There are certain criteria to meet before eligible to buy apartment while holding onto HDB flat:
(1) One of the HDB owner must be SC.
(2) HDB flat must fulfill MOP

The main thing to note is that you can only receive 50% loan from bank for 2nd housing loan. This is one of the cooling measure restricted by MOF.

You can purchase a apartment (similar to condo private property status) if you have fulfilled your 5 years MOP. With outstanding loan , however, do take note that the loan available for purchase will be 50%.

You will be eligible to purchase a private apartment if you had served your 5-year MOP for your HDB flat.

Do take note that since your HDB is still under loan, you can only borrow up to max of 50% loan for your second property.

The difference between an Apartment and Condominium is the land size. Both can be and are private property.
