I just bought my HDB at Jurong less than 1 year but now I want to upgrade to Condo or at least I want to move to city area. Will HDB allow me to sell my currect hdb and buy another hdb/condo? As I know that minimum occupancy is 5 years but I don't whether there's a way to make this come true.

If you have a strong valid reason, you may try appeal to HDB.

According to my knowledge, it's very unlikely that HDb will approve your application. But as the word goes, ask and you may be given.
