Hi,
1) You may start to check on the market on which type you can afford and the area you keen on.
2) You may even do some site visit to ensure this is somewhere fits into your budget and taste.
3) However, you are not allowed to offer any OTP, because you can only do it after you collected your pink ID with your passport.
4) I was explicitly told by the HDB officer that if the date of passport collection is on or before the OTP date. The OTP shall be void.
