Since you do not have any existing mortgage loan, you are eligible for 80% loan. Do remember that you are also to set aside the CPF minimum sum, if you intend to use CPF for the upcoming purchase.

If you are SC, you will be liable for 7% ABSD. However, you are required to fulfill the MOP, based on your key collection date. You can then choose to rent out your HDB, upon getting approval, and stay in the private property. If you are PR, then you are required to sell away your HDB unit, within 6 months from key collection of your private property.

With regards to your case, you would still be eligible for 80% loan (depending on current age). What really affects you is the buyer stamp duty which you have to pay more if you purchase a 2nd property. Cheers!
