I have not completed the sales and purchase transaction for my flat. I realised that the windows and doors are not working properly and there are signs of leaking on ceiling. I know i should have checked before the OTP. My agent told me that I need to buy the flat as it is so I cant go and ask seller to fix. Is that true? I thought they will at least fix the windows since it is a safety issue. Won't HDB inspection flag that out too and ask the seller to fix? I feel like my agent just want to close the deal ASAP. Any guru can advise on best course of action?

Hi, for the window wise, there will be an inspection by the HDB officers and they will check and will advice the seller accordingly.

Good afternoon,

I'm surprised that your agent did not flag out the issue on the leaking ceiling issue. In the event that the neighboring unit is not willing to corporate on the repair and you are not willing to take over the unit, there might be a huge delay on the completion. As for the windows issue, the HDB will require the owner to fulfill the HDB requirement before completion.

Hi,

this is real unfortunate to face such situation.
3 issues:
(1) Windows: HDB officer will advise the seller accordingly if it possess safety issue.
(2) Doors: You will have to get your own contractor to fix it.
(3) Ceiling leaking: This is the far most difficult. Since the transaction is still on-going. It is best to approach the seller to speak to the neighbour above together to fix the leaking. Seller will have to send an email to HDB branch to request for inspection and advise the next step. The worst is to redo the toilet above, and HDB can help to subsidize the overall cost; $300 each for seller and the neighbour. The whole redo process only takes 3 days.

So my suggestion is to get your agent to speak to the seller to fix this before taking over the unit.
