For an HDB resale flat purchased with a bank loan, Buyer’s Stamp Duty (BSD) and 5% Additional Buyer's Stamp Duty (ABSD for Singapore Permanent Residents purchasing their first home) must be stamped within **14 days** of exercising the Option to Purchase (OTP).
Because this is a completed resale transaction financed via a commercial bank, you cannot instruct CPF Board to disburse funds directly to IRAS at the point of stamping. It must be paid upfront before you apply for reimbursement from your CPF Ordinary Account (OA).
### 1. The Stamp Duty Breakdown (~S$555,000 Purchase)
* **Buyer’s Stamp Duty (BSD):**
* First S$180,000 @ 1% = S$1,800
* Next S$180,000 @ 2% = S$3,600
* Remaining S$195,000 @ 3% = S$5,850
* *Subtotal BSD:* **S$11,250**
* **5% ABSD (SPR First Residential Purchase):**
* 5% of S$555,000 = S$27,750
* **Total Liquid Cash to Float Upfront:** **S$39,000**
---
### 2. Practical Solutions to Bridge the S$39,000 Gap
#### A. Law Firm Cash Float / Short-Term Bridge
Certain conveyancing law firms on bank panels offer short-term administrative arrangements or work with bridging facilities where they assist in staging the payment to IRAS via their conveyancing client account, provided your CPF OA balance is verified and the CPF withdrawal application is approved. Speak with your conveyancing lawyer immediately through **SGLEGAL.COM** to see if their firm can facilitate this.
#### B. Temporary Personal / Family Bridging
Because CPF OA reimbursements are processed and credited back into your bank account typically within 2 to 4 weeks after submission by your lawyer, a short-term family loan is the cleanest, interest-free approach. The moment IRAS issues the stamp certificate and CPF releases the reimbursement, the funds can be repaid in full.
#### C. Negotiate Option Exercise & Stamping Timelines
* While the standard option exercise period is 21 days, you and the seller can mutually agree on the timing of when the OTP is exercised.
* Once exercised, you have strictly **14 calendar days** to pay IRAS to avoid late stamping penalties (which range from S$10 up to 4 times the duty owed).
