I feel that you might have financial issues in purchasing a 3RM flat even you are eligible under Single Singaporean Scheme.
Due to your age, I am not sure how much loan can you get from either HDB/ bank.
And for cash portion, you need to fork out cash over valuation could be around $20,000 (because its a resale flat), valuation fee $180.50, resale hdb submission $80, agent commission (1% of purchase price), buyer's stamp duty (3% x purchase price) - $5,400 (your CPF might not be enough to cover), HDB legal fees $250 etc.
