I found a flat and agreed on the selling price of $350k after nego with seller. A renovated 3 room flat. However HDB valued it at only $340k so now I have to pay $10k in cash. Is cash over valuation still normal? Is there any ways of knowing how much HDB will valued the flat? Shall in pay the $10k?

There is no way that we can know how much will the actual valuation turn out after entering into Option. The process of resale HDB transaction is similar to that of a private residential home transaction, therefore all purchasers are encouraged to do their due diligence prior to entering into an agreed price with the seller. It will be your decision moving forward to decide if it is worthwhile to pay this $10k in cash due to the difference in valuation and agreed price. Should you decide to walk away from the transaction, your loss will be maximum $1k.

You may negotiate with seller to sell you the apartment at the valuation price, however, you will need to enter into a fresh Option To Purchase as well as to request for a fresh valuation to be done, upon the expiry of current Option. The fresh valuation may not be the same as the existing valuation.

When the price you agreed upon is higher than the valuation, you will need to pay a Cash over Valuation. While the valuation of a property is assessed by a professional valuator, property agents like myself are able to give a rough estimate on the property price.
I believe you had decided to buy on your own. You can try to negotiate with the sellers the price. If the sellers are not agreeable, then, you will need to weigh whether it is worth paying 10k more for the property.
