What do you mean by resale BTO? do you mean resale HDB flat?
Since you have not fulfilled your MOP for your current flat, you are not eligible to apply for EC.
Let's think about it. Will HDB take your request and claim back the housing grant? I seriously doubt so.
If you have ample cash and have nowhere to invest, why not thinking of investing in commercial/ industrial properties?
So during the period of waiting for your flat to fulfill the MOP, you can earn extra income and might be able to upgrade from your existing property.
