1) As of now under the HDB transfer policy, a non-monetary transfer from parent/s to child/ren is only when they pass on.

2) So for your case, it is a resale of part-share:

3) You have to follow the procedures as stated by the HDB to complete the "transfer".
4) In general it is the same as your father is selling his share like selling the flat:
(a) register intent to sell
(b) offer OTP
(c) Submit resale application
(d) pay the legal and miscellaneous fees as specified by the HDB
5) As for yourself, you have to do the similar:
(a) Apply for a loan
(b) register intent to buy
(c) pay deposit
(d) submit for valuation
(e) Exercise OTP
(f) Submit resale application
(d) Pay the legal, buyer stamp duty, mortgage stamp duty, and miscellaneous fees as specified by the HDB.
