Whether you are financial prudent to perform lateral transfer or upgrade, we need to work on your possible selling price, how much outstanding loan do you have, how much CPF do you have at hand, how much loan you can get or need, which estate and what sizing of th unit are you into. All this individual factors can make or break your intention of moving forward.

As for whether there will be more colling measures to be implemented, we can't say for sure. But if there is any and it causes the HDB pricing to drop, you will be selling at lower pricing and buying at lower pricing.

Dear Ashton,

What is your rationale in moving from a 4rm flat to another 4rm flat? Given your current situation, I am assuming that you will be required to purchase when you sell, therefore to sum it up, you sell high, you are also very likely to buy high, therefore unless there are specific reasons behind the lateral transfer, I wouldn't advise you to do so. As for upgrading, it would greatly depends on your family lifestyle whether a bigger space would benefit all. The concern is not overstretching your wallet just to support the purchase of the bigger unit.
