Hi, is your husband a co-owner of your HDB? if not, he is allowed to purchase a condo under his name as a first property and not be subject to the ABSD for second property.

As long as your husband is not a co-owner for the HDB, he is eligible to purchase a private residential property (non-landed) if the MOP has been fulfilled for the existing HDB. And he will not be subjected to ABSD base on existing regulations.

Hi,

If he is neither a co-owner nor an essential occupier of the flat, or if he is an essential occupier but served out the 5 years MOP, he can go ahead to purchase his condo on the sole name without ABSD.

Occupier is not considered to have property count, and his US citizen status allows him to enjoy same ABSD treatment per singaporean citizen due to our FTA.

Singapore has a free trade agreement with the US and therefore your husband will be able to enjoy the same tax treatment as a Singaporean.
