Yes for new EC purchases from developer, there is the income ceiling of 16k pm to be met. It covers the EC units prior to TOP, as well as pre-MOP units. Buying resale EC that has met the MOP of 5 years have no such issue.
Since your income exceeds 16k, there is a need to appeal and I can assist to share some tips on how to do so. Appeal is on case by case basis and to HDB. May I know which EC you are looking at?
