I am PR with HDB 4A . If I want to upgrade to bigger size of HDB, do I need to sell my commercial property (a shop in oversea)? Can I buy commercial property (factory) in Singapore as well ?

As long as it is not a residential property, you are fine with the upgrade. You can also own a commercial/industrial property within the MOP period of your HDB.
