Yes you are absolutely able to purchase a resale condo and I understand you are on an employment pass which means you are a foreigner which you have to fork out additional buyer stamp duty (ABSD) of 10% of purchase price on top of the usual 3% buyer's stamp duty.

Loan wise, you may able to loan up to 80% as you don't have any outstanding housing loan at the moment. I can arrange for my bankers to contact you to advise you on the in principle approval (the amount you can loan from bank)

As for your friend, he is able to purchase resale HDB flat if he purchase the unit with a family nucleus or is getting married (both with a Singapore Citizen or Singapore PR).
