Buying a unit which is just TOP or already TOP will usually comes with a higher price. Owners will tend to up prices when a project is TOP. Why don't you buy a project that has yet to TOP, or TOP will be soon at end year or Q1 next year? Comparing the prices for a TOP project, a non-TOP condo will definitely price lower.

You can consider Caspian, 2-BRs, 872 sq. ft. at $860K or 2+Study, 1001 sq. ft. at $952K nego. These are below $1.00M. Moreover, Casian is just beside Lakeside MRT.
