I am looking to buy a flat with around 60 to 61 years left on the lease in Oct 2017. I know HDB map services list the TOP date for each block.

May i know if the lease commencement date is the same for all units in that block, or does it vary according to when the first owner collects the keys etc?

If it does vary, then instead of looking only at leases starting from Oct 1978, i can perhaps also look at blocks with slightly earlier leases such as May 1978?

The lease for a particular block is the same for all the units there. It basically mean, at the end of the lease, the plot of land the building is sitting on, will be returned to the State.
