Afternoon,

In order to purchase adjacent units, you will need to obtain approval for the conversion. You will also need be restricted to certain sizing on the conversion. It will not be easy for find one single agent who gets to market two different units that are adjacent to each other. On my 10 years within the industry, I have only transacted one case where my buyer managed to get two adjacent units at the same time.

You cannot buy 2 flats in any circumstances / HDB only allows 1 house purchase (public housing)
