I am looking for small unit spacious studio or 1 bedroom , ready to move in ( at least by mid of 2011) , my max budget is $650K, and do I need to pay 1% commission fee as a buyer if an agent intro me any unit? so far all my friends who have bought apart never pay the commission but I encountered an agent who told me that his agent fee is 1 %.

You need not pay any commission as a private condo buyer.

I have a 1-BR, 441 sq. ft., at The Verve. Freehold. High floor but TOP estimated is end 2011. Asking price is $650K nego.
