Assuming the purchase price of a 3 room flat is 300K, you got HLE of 250K loan, below are the cash + cpf required.
- 5K cash for option
- 10% - 5K cash or CPF for down payment
- 90% loan from HDB

Base on your data, assuming the income are month fixed salary, no other debt or loan, and both of you are below 35 year old, then the estimated loan amount for both yourself and wife is around 280K.
