Did you sign any estate agency agreement with your agent in the first place? If yes, did you read through the estate agency agreement signed? It is stated in the estate agency agreement that is prescribed by the Council of Estate Agencies (CEA) under the Estate Agents Act 2010, under clause 4B that the Buyer shall have no obligation to pay any commission to the Estate Agent if completion of the Property transaction falls through without fault on the part of the Buyer. In this case, only if seller backs out or the resale transaction is not approved by the authorities, then commission is not applicable. Also under clause 4C, which is applicable in HDB purchase.
At the end of the day, it is important to understand the clauses and read through the documents before signing anything.
