You can apply BTO for 3/4/5 room type if you add her as an essential occupier and all other eligibility conditions such as income note exceeding $14k per month, and 1 singaporean applicant, no private properties are fulfilled. Do note she has to sell off her property upon the TOP of your new BTO .
It may be better for your to purchase resale HDB on your sole name, and rent out your mum's property for rental income instead. I am contactable at
