Yes, you will be able to purchase an apartment for both of them, if they are not currently owners of HDB unit under Minimum Occupation Period. In addition, they maybe subjected to Additional Buyer's Stamp Duty for the purchase if they already own a residential property in Singapore and this property that you intend to purchase is under their ownership.
