I am a Singaporean in my late 20s, with a foreign spouse, both professionals working abroad in the medical and healthcare industry in Europe for a few years.

We do not own any property currently.

I am interested in purchasing a unit near my parents, either a resale HDB flat or a new condominium.

Would we be subject to the Additional Buyer's Stamp Duty (ABSD) levy of 30% to 60% if we purchase our first condo of around S$1.5 million or a resale HDB of S$1 million together?

Hi,
You do not have to pay ABSD as you are a Singaporean, married to a foreign spouse and do not own any property anywhere.

Currently, as you are living away from SG, you do not qualify to purchase an HDB flat. You got to be in SG, to purchase a HDB flat and must live in it.

However, you can purchase a condo or new launch anytime. This is a better investment as private properties appreciate faster than HDB flats over time. You must also be able to get a loan from a local bank to settle your purchase. I can asist you with all the above.

ABSD is not applicable because both of you are married and if it is the first property, it is considered as a matrimonial home and therefore even if you buy together with your foreign spouse, you will need to just pay the normal buyer stamp duty and no ABSD.

Thanks for your question — this is something many Singaporeans in cross-border marriages ask about.

If you’re a Singapore Citizen buying your first residential property jointly with your foreign spouse, and neither of you owns any property in Singapore at the time of purchase, you may qualify for full ABSD remission under current IRAS guidelines. This applies whether you’re buying a resale HDB or a private condominium.

However, the remission is only granted if certain conditions are met — including that the purchase is made jointly by both spouses and that neither party owns any other residential property in Singapore at the point of purchase.

That said, policies can change, and it’s always safest to consult directly with IRAS or a conveyancing lawyer for the most up-to-date advice based on your exact situation.

As both of you are legally married, ABSD remission is applicable on your first matrimonial property joint purchase, so there will not be any ABSD applicable. Only the relevant buyer stamp duties apply, which is standard for all residential purchase.
