If you are purchasing it with a SC spouse, no ABSD if it's with another PR, yes 5% ABSD.

Do note that if you are looking at HDB flat, you will not be able to purchase it on your own as a single, unless

1) You get it with your SC spouse whereby ABSD relief will be provided

or

2) You get it with your PR spouse whereby ABSD of 5% is payable
