Hi,

1) You are eligible to buy an HDB under the Non-Citizen Spouse Scheme.
2) The HDB flat is meant for people to have their shelter over their heads and not for profit. Thus the eligibility schemes are designed in the way they are.
3) If you plan to return to Singapore to stay for good, your spouse shall be able to apply for the pass he needs.
4) Since you are 35 years old or older, your spouse will only need a short-term visit pass or a work permit to be eligible to buy an HDB flat.
5) Your spouse has up to 6 months to dispose of his overseas property after the purchase.
6) Note that it is provided you are buying a 4-rm or smaller flat to waive the 15-month wait-out period.
7) If you intend to buy a bigger flat, you will need to observe a 15-month wait-out period after selling before eligible to buy.
8) If this is the first time you are buying a resale flat, you are also eligible for a $40k grant for the purchase.
9) There is another grant known as the Enhanced Housing grant (EHG) that can be applied for if your household income is not more than $4.5k.
10) Marriage overseas is recognized in Singapore as well. You just need to produce the marriage certificate in the resale application.
11) Both of you must apply for a Singpass to kick-start the purchase process.

12) Your spouse can only apply for this after he receives his Singpass.

13) You have to apply for the HFE after getting the Singpass:

14) You are ready to buy your flat once you receive the approved HFE. The HFE is valid for 9 months.
15) You can start your searching and viewing now!

Your spouse will be required to dispose off the foreign property in his or her name before you can apply for HFE to purchase a resale HDB. Hope this helps.
